all of the amazing city departments that have come together between rec and park and the port and, of course, our dpw department. i want to thank the mayor and your commissioners for really helping to see this through. and i want to take a moment and thank the community. so many of you here are our merchants, are our members of labor, are our neighborhood leaders who have really come together. we see representatives from our hotels, folks who represent every type of business along in waterfront big and small. but for your support over the years, we wouldn't be here today. when i came in office four years ago, i was told by the constituents of these neighborhoods that we needed to invest in our waterfront. and four years later we're on the eve of cutting the ribbon for the explore atorium. * we just passed a bond measure that will bring two waterfront parks a few blocks from here. this won be possible but for the vision and the foresight that we all have about what we want a 21st century waterfront to look like. i want to thank you for that. i don't see any of my colleagues here. i

the corrections in an affordable way. this is our city's attempt, it is fully supported by the board of supervisors, and this program i think now has its ability to be launched and have -- really meet these access challenges in a positive way. so, we're not just avoiding lawsuits. i think we do want everybody business to be compliant, as they should be. but we're caught up sometimes with businesses that change hands. people don't know whether or not they're grandfathered in or whether or not -- how accessible it is to everybody. but we also know that there are many people who have disabilities that have also -- want to have access to the businesses all around these corridors and enjoy it as much as we do. so, i think full compliance is the goal. and to have education, to have free access assessment being done. and then to follow-up by those that are challenged economically, to have loans and to have grants that are made available to have all of them participate in this program is incredibly good for the city. and i think it will help many of the small businesses understand their obli
could summarize what is before the puc with that? >> i can and we have city attorney here who is also familiar with this and perhaps could fill in some of the gaps for me. the code of conduct largely came out of the -- the law that created the code of conduct requirement came out of the experience that pg&e and marin energy had when marin energy launched its program so the code of conduct puts certain restrictions on both parties, the utility, in our case pg&e and on us as a cca. broadly speaking it prohibits either party from misleading customers. it requires that any expenditures that pg&e incurs to actively market against the program cannot be reimbursed by rate payers and shared by shareholders. it allows pg&e to answer questions and educate about their program and how it compares to our program. it requires both parties to work with the california public utilities commission public advisor's office to create a comparison document that would be made able by all parties on the two program offerings. so that gives you some of the key elements. >> and the code of conduct you sai

. that to me was another example of our city being incredibly innovative in figuring out a way to confront the challenges that we do face particularly in the area of human trafficking on one side. i think it all fits to having this hearing tonight, the work of the family violence council for me - i feel like a broken record, i feel it is a model, the benefit of being both a city and county, in some respects it is easier to bring all partner agencies together by choice or by hook. but i would urge us to continue to look at regional partnerships and for ways to support this beyond our boundaries. the crimes are not just within our boundaries. >> a want to make this comment before we go into public comment, more question than anything else. in the spirit of how i do business. this is the part of tonight's agenda. i'm not saying it should have been. but tonight looking at the response of domestic violence, the prosecution rates, the query reporting module, and the other things i'm curious about the status of women. at some point i would like to hear about any progress in prevention o
playground which is one of the tougher neighborhoods in the city, he was a positive influence for 21 years, using the sport of track and steel to help teach them sportsmanship and hard work, as a retired city employee, coach rob continues to run his own non-profit track and field. he is currently ranked third in the nation in his age for the 100 meter hurdles, and perhaps his biggest accomplishment was being selected to carry the olympic torch here in san francisco for the 2008 beijing olympic, it's an amazing award and thank you for being such a great teacher and leader and coach to young people in the tenderloin. , and to have allow the citizens to allow the police department to maintain the database. being the first city in the country to make that ammunition illegal as you will hear later, dr. campbell from probably the best trauma ward in the country will tell you what that ammunition does to people when they are hit by it. and then, again, to ask for a reporting on people that purchase as much or more as 500 rounds of ammunition so we cannot only track those people that are buying ammunition, but frequency of purchase as you can stockpile that ammunition. it is not going to be the -- any sort of suspension of the constitution. this is just smart, thoughtful community coming together with law enforcement so we know what people are doing and a simple question can be asked and if it's for target practice, that's fine as long as it's not the most lethal ammunition. the leadership in this country, you know, we've been divided for a while over small ideas and now we're coming together unfortunately after this tragedy over a big idea. and that's gun control. can't tell you how much the major city police c

in the city. i want to thank everyone for their leadership to get to this point in my question is, we talked about this a few weeks ago before the police commission. i think you are doing a great outreach to the community. obviously part of my concern that talk about over the last few weeks is in light of recent events in the city. the concern is that women who don't speak english or are living in poverty will have concerns about reaching out of the police department. we want to reassure and reach out. can you talk about your efforts to reach out to communities through various newspapers in different languages and how the department is getting the message out that we do have access to other languages and can serve diverse populations? >> anytime there is a community meeting, and it is based on a certain ethnicity group, we try to have interpretation service provided. we will post those signs in that language, so if it is held in chinatown or wherever, for that outreach. it is important when the victim makes the police report; it helps if a native speaker is there, eases some

in this neighborhood and people who just move throughout the city have said that these streets don't feel safe, they don't feel comfortable, please do something about it. and it took a while and it took some momentum to get us going but we finally did it. we finally brought the community together and we worked over nine months with a variety of stakeholders, local stakeholders, people throughout the city. and we came up with a plan. and that plan went before the mta board. they considered the policy merits of it and decided to pass it unanimously on october 16. again, i just wanted to emphasize because i think it's so important that we were able to engage so many people throughout the community and to come up with a plan that was balanced. and we considered several options. we considered removing a lane of traffic on oak street but oak street is very important for vehicle traffic and people throughout the city, in the western neighborhoods and as well in the eastern neighborhoods who use this street to access, you know, 19th avenue to get to the golden gate bridge or octavia to the 101 that it
for city elective office." because that presumes that that person has not yet qualified, and that the purpose of the endeavor is to have them be a qualified candidate. it's not to support the election of the that person. it's really more about getting them to be a qualified candidate and i'm actually thinking less about the draft someone over the summer or draft someone as a written that actually happened in 1999 in ammiano for mayor. i recall some of that, but try not to recall all of it this sec. you could have the same efforts that happened with "run he had run," and progress for all," in the context of a write-in campaign and i'm not sure under this definition it would get captured. that is why i'm hung up on qualification versus election. >> may i ask you a question about that? >> sure. >> it's not clear to me why that is materially different from what we have? >> well, again it's not necessarily the election of a person. that is not necessarily the goal of the committee or the committee would assert that is not their goal. it's to get them to run and, in fact
with the city so they are available and willing to move forward. we at the department are moving forward on a number of these recommendations which are in the full task force and our u.s. department of energy grant and looking at permitting and financing in particular and we have a grant from the frank foundation to continue implementation and planning around some of the recommendations so we have the recommendations for the task force and we're looking to bring it in house and look at measures that are implementable in the future and low cost and move forward quickly and identify funding for. >> does this study have to be adopted by anyone? >> it doesn't have to be. if the board of supervisors wanted to we're of course open to that, but from my perspective it's a great tool for us to look at in guidance how we move forward with the energy policy and planning and with the electricity plan that we have from the sf puc that has been adopted by resolution i believe and it's a support document moving forward and provides background on the energy sector so it's a nice document to go back to

, that don't know what is going on and the city officer talking to the abusive party who a lot of times is a lot more proficient in english and it creates a dynamic of mistrust, we are grateful to the officers who are willing to use their personal cell phones to call language line. the reality is, in the resource environment that we are in, getting the bilingual officer to the scene is time-consuming and elongates the whole process. not having access to a cell phone for an officer forces him into position to use whatever is available or the personal cell phone. that should not be the case. one thing we do, i want to mention as a program, as a policy that we would like to see,we would like to see language line gets training on domestic violence awareness and maybe cultural competency issues. they provide a huge service to the city. the city is one of their biggest clients. i think there is a lot to be said for the idea that language in and of itself is not a panacea; it is not monolithic. there is a difference between saying a restraining order and saying something else,
and possibly they don't want to come forward because of their status. the chief said this is a sanctuary city and this enables us to help them individuals to come forward to make the cases better. so we're looking forward to working with the u.s. attorney's office and also the district attorney's office. we were very successful last year on a unique case involving food vendors where we were able to identify victims of trafficking from mexico to arizona to san jose that ended up here in san francisco then we brought that case to the fbi and all four were indicted and pled guilty to smuggling charges. >> commissioner loftus was next. thank you. >> well, i'm just so thrilled to hear this presentation. i think you all know, human trafficking is something that is a crime that hides in plain sight. the victims often look and appear like they are prostitutes or they are people who could be working as a dish washer in a restaurant and they are all around us. and so one of the major holes that we found is that people thought human trafficking was something the feds do when actually there's a big
rate setting process in the city that provides those rates that are adopted by the california public utilities commission to be placed before the board of supervisors for consideration, and so by mid-march we should have clarity what the not to exceed rate, what the affordability bar is for launching that cleanpower sf and that takes us through march. >> has there been a lot of thought about actually trying to get closer to an actual rate rather than a not to exceed rate and outreach? what is the thought about creating the outreach plan? >> yeah, so the actual rate will be adopted probably in about the august time frame and the way -- well, the factors that play that are causing us to take this approach under our shell master agreement -- once that is signed then shell is able to present to us a portfolio of resources and a price that they are willing to commit to for the four and a half years. that's going to be the price that actually sets the actual rate. in order to have that firm commitment they need to make a quick turn around decision with us. they will survey the market.
can't remember the regard and i recognize how much this city has changed since then and it has made it one of the most remarkable water fronts and it certainly was not back then and i believe the street artists add a tremendous amount of vitality to this city and i'm also happy to be asked and answered question and is we get a dozen of them each day and when i'm across the street i love "where is market street," where is the ferry building," i can't tell you how many times i have been asked that question and i'm alms happy to point them in the right direction. we make our own crafts and think that we represent something unique and different and something special to the tourists that visit this time and the people that live and work here and i would say that 70% of my customers live and work here in san francisco and so with that, i conclude and thank you for your consideration. >> debra king and then hal fan. rp. >> good afternoon commissioners it's nice to meet you all. i'm debra king and i have held a street artists life in san francisco for 36 years. it's a wonderful exper
other question? >> i am wondering if justis is any different. >> i know their systems in the city and county of seven san francisco to collect to colect, for background checks, as far as justis replacing the cable system, justis will assist individual departments in creating the roll up reports. we have not received whether to the technical steering committee or the justis council, and requirements to connect federally. >> i asked because of my background. i was curious because one thing that was helpful about the cable system is that you could do a check without reporting someone to immigration. i was curious about that. who analyzes the data? you should is the capabilities and the types of reports that we could pull. is their body that will pull the status of reports and doing an analysis on a regular basis? >> each department analyzes their data. the source of the data has to verify the data. they also have to be able to give permission for other departments to use that data. the analysis belongs at the departmental level. what we do is that once the police department
patterns of people that would be both victims and perpetrators of violent crime in our city. to support the police department and law enforcement system of doing more predictive policing using both data and technology to help us do that. and then, of course, i think the most important part is to organize our communities and work with community-based organizations, families, religious groups, and everybody that's on the ground to find more ways to intervene in violent behavior out there and utilize resources such as education systems, our community jobs programs, others that might allow people to go in different direction. the unfortunate and very tragic incident in connecticut in sandy hook elementary school of course heightened everybody's awareness of what violence can really be all about. and as we have been not only responding, reacting to this national tragedy that i think president obama has adequately described as broken all of our hearts, and in every funeral that has taken place, for those 20 innocent children and six innocent adults in the school districts, and school administ
at community events and festivals across the city as well as this door to door "hi we're the cleanpower sf program and we want to talk about our offering". we're also going to -- in recognition of the fact some folks have called us and said "hey we're hearing about this program and we're interested". we're going to allow some commercial customers that seem to be expressing more than of an environmental consciousness based interest in our program to sort of cue up and be participants in this program, so we our -- our prime area focus is residential but we will let commercial customer who is are interested be part of the program and make sure that we hear from them and right size the program commitment, that 20-30-megawatts and talk to some of those folks and if they will commit early, and to the extent there are -- there's more interest in the program from that sectorra than we expected we could have a wait list so as residential customers opt out we could say small commercial customer we will take you off the wait list and put you in the program. they will receive the same opt out notific
in how you responded, but basically we do have city policies again where we have 100% renewable goal in the next 10 years and i think my whole intention was to make sure that this whole conversation is how we're going to reach these goals of 100% renewable energy in that time frame. >> right. >> and certainly that's why i had some concerns around making sure that the values of the cleanpower sf program are ones that are always emphasized because again this is a conversation that has been in this country really since -- for a long time, but certainly in the 70's it took on a greater level of discussion, but then the conversation sort of didn't go anywhere. i think it was jimmy carter was the person person to put solar energy panels on the roof, and then i mentioned a couple of times someone named emory lovins who wrote a book "soft energy path" and took on the issues of fossil fuels and coal and sustainable wind and solar and other sources and just 30 years later we're still -- >> still plugging away. >> still at the beginning of the conversation, so for years i guess san franciscans
a former san mateo county supervisor, mayor of daly city and san francisco police inspector and not only served on our board, but numerous other regional transportation boards and we'll always be appreciative to mike for all of his work in the area of transportation, as well as his commitment for those in need. we extend our sympathies to mike and his family. i would also like to thank director reiskin, because a few board meetings ago director reiskin suspected that suggested that we look into that and found it's viable and could save us money and we modeled after the department of public works and caltrans regulations, allowing for savings during the bid submission and bidders will be encouraged to submit their value engineering proposals that will decrease the bid price, construction cost and if a proposal is accepted the savings attributable to that value engineering proposed are subtracted from the bidder's bid price making their bid price more competitive and improving the likelihood of approval of the work. we'll realize 100% of the savings with the bidders value engineering propo
it was another huge courageous move so i feel both the state and our diverse and wonderful city has had a real challenge and i think we're finally getting back up to where we need to be. we need folks to know they can trust everyone in the room, every system that will come through for them, and i think this is reflected in our report. >> thank you. >> all right. i am really hoping that all the wonderful things that are being said about domestic violence will be said about elder abuse in the next few years. as a field elder abuse prevention lags behind domestic violence by 20 years and that's a shame because elders are the fastest growing segment of the population and a thousand people turning 65 everyday in the country and san francisco likes to be first in everything and aging is no different. we have the unique population and the highest percentage of senior citizens in an urban area in california and we know many will develop some form of dementia so we have a very vulnerable population, so i want to touch on the numbers in the slide and we see in 2011 we had 6,000 reports and we have
-a-half million dollar and this equates to $4.8 million in a customer, a acre which, is similar to other city front parks in the city and the other thing to note is because of the other high level conceptual of the park we have a 50% contingency because of the scion and that contingency can come down and those cost can come down but recognizing thats that's the best information that we have today and we might be look at what we might be able to phase as an initial projection of the park and what we can deliver as a first phase is outlined in yellow and so it's a multipurpose green and there is a slip way four area, the short line area, east of slip way four and then 19th street to access the park. if costs come down begin to come down as a part of getting into more detail and assessment, we think, we have alternate a b and c generally in that order and the additional parts of the park can come online and then we think the area orange which, is the one 094 court would be a second phase and then building 49 and the areas to the north would be phase would that future development or redevelopm
for inviting the city administrator's office. my name is linda young, deputy city administrator. i will discuss quickly the justis project. the transfer of function to the city of ministers administrator's office which occurred in march, 2011. our mission is to support the criminal justice department and need to share information in compliance. the justis project is to provide sharing data get abilities, provide individual case management system to address departmental business needs for the police department, the sheriff department, district attorney's office, public defender, adult probation and to connect the court system. the city administrator is the executive sponsor and will provide oversight and operational decision making .the council provides budget decision-making. the technical steering committee meets on technical issues and we do that weekly. some of the development since the transfer of functions. at the time of the transfer from a staffing perspective the program only had four feel positions out of eight budget it. since that time we promoted to of our own staff and
